UK Universities Are the Worst-Performing Sector in New Consent-Compliance Study

97 university websites audited by MeasureMinds score almost twice as badly, on average, as the rest of the UK’s top 1,165 sites, with several of the country’s best-known institutions among the worst offenders.

UK universities are the worst-performing sector in a new national consent-compliance study.

Digital analytics agency MeasureMinds has audited the Google Tag Manager (GTM) setups of 1,165 of the UK’s largest websites for GDPR consent compliance, and found that no sector performs worse than higher education.

97 university websites (all .ac.uk domains) were included in the study. Their average compliance score was -8.6, roughly double the -4.2 average recorded across the full study. Only around a quarter of the universities audited achieved a clean, violation-free score. A score of zero means no non-compliant tags fired in a site’s Google Tag Manager container; any negative score means at least one tag fired without proper consent, and the further below zero, the worse.

The worst-performing institutions include the University of Reading (-107), the University of Southampton (-58), the University of Kent (-52), the University of Exeter (-48), Anglia Ruskin University (-45), the University of Portsmouth (-44), and Queen Mary University of London (-32).

Universities are themselves subject to GDPR, employ data protection officers, and in many cases teach the subject as part of their own curriculum. So it’s interesting to see that they do not hold themselves to the same standards.

“Universities have some of the most complex websites in the study. They’re built up over years by different departments and agencies, and nobody owns the tracking setup end to end. Having worked with universities in the past, I know it can be so slow to get things changed, however people’s privacy should not be taken lightly. It’s not malicious, it’s neglect, but the regulatory exposure is exactly the same either way.”

Phil Pearce, Founder and Analytics Director, MeasureMinds

Perhaps what’s even more concerning is that universities have huge economic roles and they can be fined by the Information Commissioner’s Office, which has happened before. Not to mention, the surge in data privacy mass claims and class actions. Does this then become a question of revenue protection and sustainable financial longevity rather than just practising what you preach?

Notes to editors

MeasureMinds compiled a list of 1,165 active UK Google Tag Manager accounts, drawn from an initial pool of 1,300 sites ranked by BuiltWith technology-spend data and page authority. We then de-duplicated to remove shared containers and dead accounts. Each site’s live container was parsed using Screaming Frog, GTMSpy, and Tagstack and then scored for consent compliance using MeasureMinds’ free tool, Consent Mode Monitor.

How to read the scores: a site scoring zero has no non-compliant tags firing in its Google Tag Manager container, meaning they are fully compliant with consent mode. Any score below zero means at least one tag fired without the correct consent configuration, and the further the score falls below zero, the worse the site’s setup. Please ask if you require the full methodology and underlying dataset.

About Consent Mode Monitor

Consent Mode Monitor (consentmodemonitor.com) is a free tool bootstrapped by MeasureMinds. It scans any website’s live Google Tag Manager container and flags tags firing without the correct Google Consent Mode category set. This is a common and often accidental breach of GDPR consent requirements. Consent Mode Monitor produced every score referenced in this release. Anyone can run a free scan on their own domain in under a minute.
